| I believe the ACA can, and should be used as a "employment" operation for the collective much as 'public works projects' were used and that minus the mandate, people who come in for care then should be signed up to receive it. If you want care you sign up, if you don't there is no penalty. Governments will invest in public works because of the overall benefit to society when there is a lack of private sector benefit (a project that will not generate revenue) or the risk is too great for a private company to accept on its own. | |||
